I get the impression that the leaves have three narrow leaflets, which means it might be a Zieria.
Only a moderator who is really familiar over a number of years with the particular area a sighting came from will be able to recognise on sight plants that have no flowers or seed cases/fruit. The rest of us can only make wild guesses.

It could be worth while for someone with a permit to go back when it is flowering to collect a specimen to send to either (or both) Sydney and Canberra herbaria. Zierias with narrow warty leaves sort of nearby are the species that used to be Zieria tuberculata at Cambewarra, and Zieria granulata in the Illawarra.
That is if it is a Zieria at all.
