Some sort of sea Fern found at Tathra Pinnacles

It looks like the Dusky hydroid Solanderia fusca but I can't tell from the photo if each polyp is supported on spiky grooved ledges (Edgar p 145). If not it could be a sea fan - Gorgonian.
