Common in his Moths of Australia (1990) does attribute this distinctive larval case to Lepidoscia arctiella without qualification at p. 179 and with a figure 51.3 attributed to this species ie. he does not say other species have similar larval cases, so I am inclined to accept Michael's suggestion.
