In all probability, this is a Scarlet Percher, especially based on it's colour, but the image is just too blurred to be sure and to conclusively eliminate Wandering Percher.

while looking at insects etc. in the creek saw this dragonfly whiz by and only got one quick pic, we did not see it again. Sorry for the blurry pic.
