I reckon that it looks very much like a Nobbi Dragon.

Very difficult to differentiate from image but seems to be more like the Jacky Dragon

I have added another dorsal view photo that might help and also, it was very close to sighting 4201184 (within 50 m).

I'm confident that this is a Jacky Dragon due to the strongly heterogeneous dorsal body scalation, whereas the Nobbi has fairly homogeneous dorsal scales.
Also the natural range of the Nobbi doesn't include the South Coast of NSW.
