My best guess is that this is a wasp, but I'm puzzled by the feathered antennae.

@AlisonMilton I found out that this is not a Wasp, it's a Sawfly. And the antennae indicates that it is a male. I don't know the exact species, but the link below shows an individual which looks similar to what you have found.
