It looks like 2 young / small dragonflys - But they were butt to butt.
I thought they might be mating, but photos online show mating is done different than this for dragonflys.
They had a hint of blue to them on their backs.
maybe 12mm - 18mm long & 1-2mm wide tails each. They move like this a few times.
