Hi Nathanael, I actually think this is an Acacia mealy bug, Icerya acaciae, under scale insects.

@AlisonMilton you wouldn't find adults of *Icerya acaciae* wandering around because they remain on their host plants. *Monophlebulus* and several other closely-related genera overwinter in the soil and produce a subterranean ovisac.
