There do not appear to be many veins in the wings which suggests a small parasitic wasp, but I can't see any antennae either, so I am unsure what this it, except that it is not a bee.

Thanks Michael. It was tiny, probably less than 2mm. I did not even know it was there when I took the photo but I thought it was worth including in the pollinator survey when I found it.
