I’ve only come across Artemisia arborescens once before and the foliage was a lot more ‘silver’ looking, all the Artemisia arborescens on ALA look similarly silver coloured. I wonder if this could be something else? Perhaps it’s inconsequential if it’s a low priority weed or garden plant.

I've had a bit of a look at this one, I think Steve is right, the leaf shape is also wrong for A. arborescens, and suits that of A.verlotiorum. The leaves are also more or less glaborous on the upper surface, not densely hairy, which is given as the distinguishing feature in the key
