Cyclophora obstataria is close. If you look at these pictures https://inaturalist.ala.org.au/observations?place_id=6744&quality_grade=research&taxon_id=518832
it has a row of dots along the outer margins of the wings , then another row of dots a bit in from this (your moth has a wiggly line here) further in a wiggly line, then another row of dots near the 'shoulders'. I think your moth is a very pale Scopula optivata
