Looks like Mirabilis jalapa, Four o'clock plant (for the fact that flowers open in the late afternoon) or Marvel of Peru. Originally from tropical americas, now widely naturalised around the world, including Queensland and NSW south as far as the Central Coast. It is frost tender, so unlikely to get established round Canberra. I'm surprised anyone has managed to grow it in a garden here, for it then to escape from.
